The Comptroller and Auditor General (CAG) of India issued a scathing report on Delhi’s 2021-22 excise policy, alleging major financial improprieties resulting in an approximated Rs. 2,002 crore loss for the state exchequer. According to the report, tabled before the Delhi Assembly on February 25th, 2025, the policy itself contained structural deficiencies and loopholes while the execution was haphazard, leading directly to the unanticipated dearth in expected earnings. The findings underscore critical weaknesses in both planning and implementation that undermined the fiscal goals of the new policy from its very inception.

Key Findings of the CAG Report

From 2017-18 to 2021-22, the CAG carried out a performance audit that focused on how liquor in Delhi is regulated and supplied. Some major issues emerged from the audit.

Wrongful License Award: The report found that rules governing the award of liquor licenses had infringed harmony of rule in many cases, including giving private entities with vested interests in both production and retail a wholesale license which is against Delhi Excise Rules (2010) Rule 35. This prohibition has been violated for over 10 years since the first licence issued to such associations violated rules.

Ignores Expert Recommendations: Wholesale liquor licenses were only to be held by a state-run organization after this committee of experts met and agreed. After the release of the CAG report, political debate in the Delhi Assembly is fiercer than ever. Bhartiya Janata Party (BJP) members have accused the Aam Aadmi Party (AAP) administration of neglect and corruption.
