He said The Pradhan Mantri Kisan Samman Nidhi (PM-KISAN) scheme for farmers is a highly successful program that has also seen a significant increase in the inclusion of farmers. As of October 2024, over 100% coverage has already been attained across five districts—Majuli, Lakhimpur, Sivasagar, Charaideo, and Golaghat—and plans are afoot to replicate this across the state. Under the scheme, which was launched in 2019, there is an annual payment of ₹6,000 to eligible farmers, and recent efforts have seen Assam’s agricultural community receive substantial financial transfers.

Assam Government Expands PM-KISAN Coverage, Supporting More Farmers

Assam Agriculture Department has declared that the PM-KISAN scheme is fully saturated in five districts of the state—Majuli, Lakhimpur, Sivasagar, Charaideo and Golaghat—said Chief Minister Himanta Biswa Sarma on October 26, 2024. This achievement would mean that all eligible farmers from these states are now beneficiaries under the scheme under which the government is providing direct cash support to landholding farmers in India.
Speaking highly of the district-wise coverage percentages, Majuli tops the list with 163 % coverage, followed by Lakhimpur, 122%, Sivasagar, 108 %, Charaideo 107% and Golaghat, 101%. These figures indicate that the number of beneficiaries may have exceeded original estimates, as some eligible farmers who were not previously registered were also considered, or because of better identification processes. The scheme now benefits 17.5 lakh farmers across the state.
The government is planning to implement this model in all districts, demonstrating CM Sarma’s commitment to the state’s farming community, known as “Annadatas”. Aiming to explore the benefits provided to all eligible farmers in Assam under PM KISAN scheme towards their financial stability and agriculture sector for growth, efforts are being made to reach all eligible farmers under it.
The PM-KISAN scheme, which was launched in 2019 by the central government, provides ₹6,000 per year to all farmer families across the country, regardless of the size of landholdings, in three equal installments. Such money is credited directly to citizens bank accounts, making it completely transparent and avoiding any leakage in the budget. The scheme seeks to cover farmers’ financial requirements for meeting expenses on various agricultural and allied activities, and domestic expenses.
Apart from the PM-KISAN Scheme, other agricultural schemes have also provided to Assam government with financial assistance. In 2023-24, the state paid out ₹487.38 crore under the PM-KISAN scheme and ₹234.98 crore through the Pradhan Mantri Fasal Bima Yojana, which offers insurance to farmers. Spending on central sector schemes is up by 45% over last year, emphasizing the Agriculture Department’s growing expenditure. It highlights the resolve of the government to enhance the agriculture sector and extend maximum help to farmers.
The effective implementation of these schemes in Assam is in line with the larger national goal of farmer empowerment and sustainable agricultural development. Assam leads the way in implementation of farmer welfare schemes by achieving complete coverage in a number of districts and thanksgiving individual state-level inclusion and so achieving state-wide inclusion.
While the overall approach of the state to move toward universal coverage is a positive one, efforts need to be maintained to generate awareness, identify beneficiaries, and facilitate fund transfer at the other end. The poor, especially in agriculture, must be uplifted, which is why these schemes must benefit the target beneficiaries,” he said.
This includes the PM-KISAN scheme and various efforts for farmers by the Assam government. Hopefully through 100% coverage in all the districts in the state, assistance to farmers can reach every pocket of the state, he added.
Overall, with PM-KISAN coverage in the five districts being full in Assam, it can be said to be a huge milestone in Assam’s journey towards agricultural development. The petitions granted in Henderson are part of a government commitment to give farmers access to this successful program on a state-wide scale.
